Can PEDs Make you Worse?

The news came out today that in 2024 Jimmy Garoppolo will be suspended two games at the start of the season for using Performance Enhancing Drugs. Usually when someone takes PEDs it is either noticeable in the shape of your body or you play gets extremely better. Somehow neither happened for Jimmy G.
Garoppolo finished 2023 with 6 starts, 1205 yards, and a TD-INT ratio of 7-9. He had the worst year of his career by far but that could also be because it was his first year not playing in an amazing system. Obviously Belichick and Shanahan are both amazing coaches known for their amazing systems.
Obviously the NFL needed to penalize Garoppolo for using PEDs but I would think they had to feel bad for suspending Garoppolo. The two games that Garoppolo will be suspended for he probably wouldn't have played anyway so will it really punish Garoppolo.

To put insult to injury, Garoppolo is going to end up getting cut by the Raiders in the near future.
Garoppolo really doesn't have it all bad, his net worth is over 55 million and he is known for his good looks so maybe it was just a matter of time for Garoppolo to catch an L. Think about it every couple of years Jimmy G catches in L.
From multiple injuries to losing a Super Bowl Jimmy G needs an L to keep him humble.
Who knows what Garoppolo's future in the NFL is maybe he can go back to mentoring Brock Purdy since they both got carried by the Niners offense.
